COMBINED CLUB RACE MEETINGS ROAD APRIL TO OCTOBER in NSW
Club combines to be limited to five (5) Clubs
Application will only be accepted when the applying club can
satisfy the race committee that the event does not conflict with an
open race meeting
The number of Clubs may be increased if Clubs can assure the Race
Committee the safety of riders.
For a special "one-off" event, the number of Clubs competing may
be increased on application to CNSW
Race combines of more than 5 Clubs to be sanctioned as open events
and to be listed on the official NSW road/track program.
(Applications in writing from promoting Club required.)
Open invitation races may be sanctioned in extenuating
circumstances, i.e. development events, memorial/charity events
providing they do not clash with a sanctioned open event
(applications in writing from host Club. Sanctioning of events By
Cycling NSW required.)
Reasons:
Sanctioning of Club combines is designed to protect club racing
which attracts new entrants (competitors and officials) into
Cycling.
Club combines of more than 5 clubs can attract excessive race
fields on race circuits which may pose a traffic hazard, be
considered dangerous or cannot be properly administered with:
Volunteers/race officials
lead/follow cars
commissaires
corners
first aid
to ensure duty of care, licence and insurance rules are properly
adhered to
Risks to Promoting Club and Officials:
Inter club combines without Cycling NSW written sanction will not
be covered by the Federations' insurance policy.
Inability of officials to check licence requirements and have
riders sign on prior to the commencement of an event jeopardizing
insurance cover for all competitors and officials
Shortage of officials to adequately manage the races resulting in
non-compliance to Police, Council and Cycling NSW approvals
Required actions by Clubs:
Clubs partaking in race combines to check they have written
sanction for their events from Cycling NSW
Clubs to submit written applications for race combine sanctions
prior to the commencement of each season.
Applications for race combine approvals to be submitted by each
participating club on the attached form
Cycling NSW to provide written confirmation of race combine
sanctions to Clubs
Clubs are required to police the sanctioning of individual riders
racing with their club. This policy is designed to cater for
"one-off" situations such as riders visiting from the country,
riders from clubs which have no club racing scheduled on the day, or
a rider, due to extenuating circumstances is unable to make it their
normal club racing event.
Promoting Clubs of combine events to provide the Federation with a
copy/original Commissaires report/results within 7 days of the
event being held or by the next working day if a fall or accident
has occurred.
Clubs not adhering to the Rules and therefore exposing the
Federation Members to uninsured situations may have their Club
affiliation suspended, which will effectively suspend all Club
Members for that period.
